Is there a rule of thumb to determine water to flour ratio when using a breadmaker?

If you don't know the answer what's the use of replying?

It's often about 1 c water to 4 c flour for a 2 lb bread machine), but it depends on the type of bread, # of eggs, amount and types of fats, and so many other variables. If you're trying to create your own recipes, this would be a starting point but you'll have to play around a lot to get exactly the result you're looking for.
