The FDA was intended to have jurisdiction solely over ‘IMPORTED’ or foreign substances, which is consistent with the Federal governments jurisdiction (ie an entity to represent the united States to foreigner countries). But… as all federal gov has done/become it flipped and flopped to becoming overlords of domestic production and invention, tax and licensing.
